RMRHL HOUSE RULES

Code of Conduct

  • All participants must abide by the Foothills Park and Recreation District “Code of Conduct.” FHPRD owns the Foothills Fieldhouse. Within the facility, you will find signage for current rules & regulations -- including conduct, public health, and firearm protocols.
  • Spitting is not allowed in the building. Spitting will result in that person or player being sent home immediately.
  • RMRHL stands by its Zero Tolerance Policy. Fighting will result in an automatic ejection from the game or facility and an additional two-game suspension and/or permanent ejection from the league. This includes third man in or others who get involved in situations they should not.  Profanity, abusive language, racial remarks, or sexual harassment will also not be tolerated and treated in the same manner. The Referees and League Administration will make determinations based on each situation.
  • Coaches/Captains need to act with dignity and always maintain control over his/her team and their spectators. This includes entering and exiting the rink, to and from locker rooms and during the sportsmanship handshake at the end of every game. Coaches/Captains should not allow players to have physical contact or verbal confrontation with league officials, opposing teams/players or spectators at any time.
  • No outside alcoholic beverages, no smoking, no drugs allowed in league play areas (i.e., locker rooms, benches).
  • No person will be allowed to participate in game play if behavior deemed unfit to participate safely by referee or league administrator.
  • Any person who deliberately causes damage to RMRHL property will be held responsible and any person may be asked to leave the premises at any time. If an RMRHL staff member deems behavior to be inappropriate or threatening, law enforcement may be notified.
  • All cameras and go pros, etc. must remain outside the arena glass.

Mandatory Requirements

  • It is mandatory that league participants register and pay league fee in full, at least 1 day prior to the registered league start date. This ensures that the league administrator can create accurate rosters, scoresheets and address any team needs for necessary player/goalie placements.
  • It is mandatory for all participants to have a valid annual USA Roller Hockey membership, only RMRHL registered players can practice and play on the rink for scheduled activities. This membership is valid through the 31st of August every year. Go to usarollerhockey.org for more information.
  • Mandatory equipment is required. Helmet with functioning chin strap. Helmet with face mask for any player under the age of 18. (A face mask is highly recommended for all players.) Elbow pads, shin pads, gloves, stick and skates with all wheels intact. All equipment, (except for helmet, gloves, and skates) must be covered with jersey and hockey pants.
  • All teams must wear like jerseys of similar color family, and all must have a permanent number (10 inches or bigger), no tape, and no duplicate numbers.

Game Play League Rules

  • Games schedules are subject to change up to one hour before game time.
  • RMRHL uses rules from USA Roller Hockey. RMRHL house rules may be updated to fit league needs.
  • If you have wheels on your feet, a helmet must be on your head! Players, Referees, Coaches (who skate) must always wear a helmet when on the rink. Players must also always wear helmets when on the player’s bench or in penalty box during hockey play.
  • To start a game all teams must have 4 rostered skater players and a goalie. If a team has 4 rostered skater players and a goalie, they may pick up 1 skater substitute. That substitute must be rostered in that league to be eligible to participate. If a team only has 5 skater players, they may start the game and then league officials will allow 5 minutes for a goalie to get onto the rink. If no goalie is available to play after the 5 minutes, the game then will result in a forfeit. The administrators for the Copper and Bronze programs may allow for 2 skater substitutes (for a total of 6 skaters) if the other team agrees.
  • Goalies may sub anytime within their rostered league and may sub in other leagues with RMRHL administration approval.
  • No substitutions allowed in playoff or championship games.
  • Forfeits are scored as 4 – 0. Team players that are scheduled when there is a forfeit may still use the floor time. This time will not be officiated. The team captain must give advanced notice to their league administrator at least 3 hours prior to league start time for the forfeit to be considered excused.  Any team with 2 or more unexcused forfeits in a season will become ineligible to participate in that season's playoff. Forfeiting late games solely due to their time slot will not qualify as an excused forfeit. Any weeknight league team forfeiting 2 late games (9:45pm or 10:40) in a season regardless of reason will be considered unexcused.
  • Game stop time will occur during a time out, an injury or in the last two minutes of the game within 2 goals.
  • Run clock situations: a delay of game penalty may get assessed for late change; winning team needs to hustle to face offs.
  • Warm up – Game starts after 5 minute warm up.
  • Game length Regular season – (3) 15-minute periods. Ties – 3 man shoot out. Teams may start over after the first 3 shooters but after that must go through the entire bench until we have a winner. The only exception to this is in the Copper League where a tie will result in a 5 man shoot out and if no one scores after the 5, then the game will remain a tie.
  • Game length Playoffs – (3) 13-minute periods. Mercy rule in playoffs only if 8 goal differential in second period or thereafter, game over. 
  • Playoff Ties - 5-minute overtime (3 on 3). If still tied– 3 man shoot out, if no goals are scored the game then proceeds to a sudden death shoot out, shooters now reset and the entire bench shoots, whichever team scores and is not matched – results in the win.
  • Season ending tie breakers are based on total goals against, total goals for, and head-to-head.
  • Any player assessed four penalties in a single game will be ejected from that game.
  • Any player that intentionally hits the rink walls/glass, as a display of anger, may be assessed a misconduct penalty at the referee’s discretion.
  • Any stick lifted above an opponent’s waist may be considered a penalty at the discretion of the officials. Keep sticks off the body.
  • Any player who slides in front of an oncoming player (whether contact with the puck is made or not) may be called for a tripping penalty.
  • Any player that receives a game suspension is then also suspended from all other league play for the time length of the suspension and are not eligible to come watch league play.  
  • All referee calls are FINAL – Never approach a referee or RMRHL staff, after game play with complaints regarding officiating. RMRHL implements a twenty-four hour cool down rule. This allows time for emotions to get in check before having a conversation with league administrators. Emails can be sent to rockymountainrollerhockey@gmail.com.

Player Placement / Adjustments

  • RMRHL will make player determinations based on what is best for the league when adding or removing players from rosters or league play. Team or player adjustments may be made at any time if deemed necessary by league administration and the league director.
  • All teams must have 8 players minimum and a goalie on their roster.  League administrators will add free agents when available and attempt to get each team to the required 8 minimum players and a goalie. No adds after the team’s 5th game of the season unless deemed necessary by league administration and league director.
  • Players whose skillset is not at a Copper or Bronze level and or if they are currently playing in a higher-level league other than Bronze, they are not eligible to play down in the Copper or Bronze Leagues. Copper and Bronze players may move up as skill sets develop.
  • If a player’s ability is not appropriate for the Copper or Bronze leagues that they are registered for or a free agent is placed in, the league administrator will determine and notify the player and attempt to move them to a higher-level league or a Ringer rule may be implemented. If the Ringer rule is put into place that player may finish out the season but may not score a go-ahead goal. A misconduct penalty will be accessed, and the goal will be disallowed. (Second time it happens - game misconduct). Once the season is over that player will not be eligible to continue to play in a lower-level league.
